The Election Commission issued notice to the Narendra Modi for his "Khooni Panja" (bloody hand) comment on the rival Congress during a rally in Chhattisgarh last week.
EC has asked a reply from Modi to explain why should not action taken against him for breaching of the code of conduct till November 16 from 5 pm.
